These were prepared by the Japanese, during the occupation of Hong Kong in WWII as a last gasp retaliation should the British retake the islands. The idea was that they would hide Kamikaze speed boats and pilots in these series of caves (which you are not allowed to explore - shame) and that they would burst out into the sea and sink British ships, thus devestating the fleet and giving the Japanese either the last laugh or the chance to retake the islands! They were never used though - the war finished before they were finished being preped.
