That's what a popular t-shirt in Arequipa says. They seem to have a very strong Arequipa city pride that outweighs any sort of Peruvian nationalism. The last word on the shirt is a dirty word.
The arch roughly says: "City with the philosophy of a seed, thus wherever a mistake falls a revolution will sprout."
