EMERGENCY NOTIFICATION
ANSO CENTRAL
 
Location:   This advisory concerns the following police check (CP) / Kabul City Gates and roads:
 
1.       Kabul - Jalalabad Road:
Poli Chaki CP (road leading to Jalalabad City) -
2.      Kabul- Mazar Road:  
Kotal CP (road leading to Parwan Province)
3.      Kabul - Kandahar Road:
Qampani CP (road leading to Wardak Province)
4.      Kabul - Gardez Road:
Chahar Asyab CP (road leading to Logar Province)
 
 
Incident type:          MoI directive - restriction of movements for internationals beyond Kabul City Gates

Information:   The Minister of Interior has issued a directive that foreigners are forbidden to travel outside Kabul city gates by road without armed escorts or weapons.. MoI can provide armed escorts to NGOs however this is highly unadvisable. It is unknown how long this directive is to be enforces however, the MoI has confirmed that roads leading out of Kabul city  are currently experiencing a high level of AOG activity and that there is a high threat of abduction in neighboring provinces.
 
Advisory:   NGOs are advised to travel by air if policy does not allow for armed escorts. If travel is of an urgent nature, NGOs are advised to contact the Kabul CoP for passage through these CP. If NGOs wish to travel beyond these checks post without armed escorts, they should address a letter to the Kabul CoP 24 hours in advance. The letter should provide details of purpose of travel, destination, convoy information and length of stay.
