Yes.

My friend Matt asked a co-worker of ours this question because we had a 2 week stretch of sunny skies and 50-degree weather. It was fantastic and it became clear that the Swedes were not lying when they said there is the Winter Swede and the Summer Swede. The streets were just more full of life, people were friendlier and the entire city just seemed happier. I keep getting told that the difference will be even more extreme in a few months' time (as there are still snowstorms in April). One guy told me that the Swedish men say that Swedish women finally come out of their cages...I'm not quite sure what to make of that.
