The People's Daily, a great source of truthful, accurate and unpolitical information in China, ran a story yesterday saying that Yunnan province was aiming for 9 percent growth this year by "improving the quality of life of its locals, strengthening environmental protection and promoting investment in the region".

Governor Qin Guangrong said the focus would be on the border areas, with "poverty alleviation being the top priority this year".

"We will do our best to improve education and healthcare facilities as well as the living and working conditions for the residents of the region," Qin said.

He went on, like one of those hosts from those garden or house make-over shows to say the provincial government wants to give 9,500 villages a facelift, shift 30,000 rural dwellers to areas that are livable, and design seismic safety houses for 200,000 villagers.

Thinking big, eh? Well, he's got $1.6 billion tagged for infrastructural projects, social security, environmental protection and "industrial nurturing" to spend over the next three years. And last year they claim to have lifted 600.000 people out of poverty. Still 2.2 mil living in absolute poverty though.


The province is also trying to be the "best protected eco-environment",so they are cleaning up polluted lakes, and "strengthening ecological construction" by putting more money into NW Yunnan - Lijiang, Zhongdian, maybe even me.

They are also wanting to create the third Euro-Asia Continental Bridge, proposed to start in Shenzhen and end all the way in Rotterdam.
