From reliable sources:

I just called Traders Link and they told that yesterday at noon the official immigration department papers was released saying "starting now no F visa extensions beyond Sep 30"...and only 1 or 2 entries available. Also no info about what will happen in October.

This is maybe because of the Big celebrations of Oct 1st and all the trouble makers should be out of the country by then........
Also next year is Shanghai World Expo and they are going to impose the Olympic Visa rules 2010 in effect.. in order to protect Shanghai World Expo that will try to outbeat Beijing Olympics!!!!!1

If you need to apply for a visa (L/F) now it will only be valid
until Sept 15th.
~ You cannot apply for a visa after Sept 15th through to sometime in Nov.
~ After Oct/Nov (dont know the dates) you can once again apply for a
6 month F visa
~ You can stay longer in China if you convert your F visa to a Z visa
(OR renew your current Z visa) for around 8000RMB
