Started the day pretty enthusiastically. We had carefully put ourselves in a position to get through Montenegro and Albania in a day. The first hurdle came at the Montenegro border. We left Croatia with now trouble and then we were accosted by a woman selling a compulsory €80 Eco-Tax. We played the stupid tourist card and said we didn't have any cash and when the credit card machine didn't work we escaped, €80 richer than the Swiss couple in front of us. We had to buy car insurance, which we knew was coming, but didn't expect to cost €138! For three hours in the country! Not having enough Euros and fearing that Albania would be just as bad, we backtracked to Dubrovnik to investigate ferries to Greece. But, they all go via Italy and they all cost a bomb, so 7 hours later and no further ahead, we tried to sneak in at a smaller border crossing and got a long way, with no mention of Eco-Tax, but eventually got turned away because of the insurance issue. Pah. Back to main border, this time a less flappable Eco-Tax rep, and no way around the insurance, we paid the full €218 crossing fee. Thats almost €70 per hour in Montenegro. Pretty sure James Bond didn't have to pay that.
