Sucre is technicaly the capitial of Bolivia, but the only part of the government there is the supreme court. It is also called the "white city" because just about every building is bright white.

I was there for Bolivian independance day, the 25th of May. It was cool, there was a high school marching band competition and a free concert with some fireworks. The marching band competition was pretty serious. All the bands had fancy uniforms and they all were part of at least four long street parades in the two days of the competition.
