Unfortunately, we can not really go by sight: the surface of a road may change every few kilometers. So looking at the start and seeing asphalt doesn't imply that the whole road will be asphalt.
It looks like they are improving lots of small roads, but as there are so many, it will take some time before they will have finished. Until then, unexpected situations will remain, see the pictures.
