    ... this district alone (Skid Row) contains anywhere to 3,000 to 6,000 human beings. As I continued to take in this devastating sight someone told me that the local mental hospitals were working with the police, and "dumping" patients on the Row. Having no families or any other place to go they remained. Later this was found out and the hospitals prosecuted, I will explain further in a later video I'm making titled "The Row."
