At first sight it just looks like a regular Ferris wheel, but on this one, the gondolas are set on their own rings within the wheel, and as the wheel turns, obviously the gondola has to come down with gravity and so it swings along it's ring. Think swinging pirate ship meets Ferris wheel - It was actually quite terrifying. Gondolas aren't meant to swing!
