... she said the second baby was a surprise. In Guangzhou, she had to pay a $60,000 (that's US dollars!!) fine for this pregnancy. She went to her hometown, which is a smaller village, and still had to pay a $10,000 fine. But, now she said she is concerned that he is not a Guangzhou citizen and she may run into trouble when it's time to put him in public school.
