We had originally asked that DHL complete the customs process in Athens but after some discussion and emails we eventually arranged for it to be shipped to Thessaloniki and we would complete the customs process ourselves on our return from Turkey

Perhaps one statement summed it up, that in Greece everything is possible if it were illegal. My assessment is that Greece has lots of grey interpretation whereas countries like NZ and Germany, it is black or white, ie we voluntarily conform.
