... that like in Italy, the water just runs constantly. Within seconds a passerby comes hurrying over to turn the water off!

Why? Because here everyone feels they have a responsibility to makes sure things don't get wasted. If someone sees a problem, they don't shrug it off and say "that's the government's problem" or "somebody else can deal with that?"... no... they say "this is my country! that's my precious water that is being wasted!"

So I wonder... is it too much to ask ...
