Tigre, Argentina merkdog4... itself is right on the Parana river and does not have roads, you must own a boat to get around. Also, there are no stores or banks, they come to you. There is a banking boat, a grocery boat, a church boat, and of course the bus boat to get you back to the mainland. The boat ride up the river is very peaceful and beautiful, and the boats themselves are very quaint.
