There are minor exceptions for foreigners tocarry a little bit and at tourist hotels, but that was not good enough for me. So I changed my plan, and went (by air) to Goa instead. Goa is India's chill-out on the beach, party place. A lot like Ibiza or the Thai islands. Families at the beach, but also lots of hippies, backpackers, Euro ravers, and stoners.
