... paint has to be stripped off because the extra weight of a new coat of paint (about 60 tonnes), could undermine the integrity of the building over time if it was simply painted over each time.

We enjoyed a champagne lunch at the Eiffel Tower and were given a little spare time to take photographs and go higher in the tower if we chose, which we didn't. As with the attractions in London, there were people everywhere, way too many people really.
