However, many of these plans are slow moving and have yet to come to fruition, leaving empty construction sites with half built apartment complexes and department stores. I assume this is partially due to the Moroccan mentality about work and priorities (which I do not view as a bad thing at all, just interesting!) and half due to the global economic situation which surely has reduced and in many cases halted funding. It is baffling ...
