So what's the deal with Lancaster? No, I don't mean the noisy traffic or the slow walk signals. I'm specifically referring to the sidewalks - they are a mess! Holes, broken pavement, uneven crumbling driveways. Who is in charge of upkeep? I'm guessing the City? Who do I sue when I decide to speed walk and trip over a raised section of sidewalk and do diving headlong into the street?
