I'm not sure exactly what that meant since we could take pictures of the 2-4 year olds, but I know there was bad press right before the olympics about China "exporting" their babies, and deplorable conditions shown in a rural orphanage. All adoptions slowed down then, and I would guess the "privacy" means for the orphanage, not for the babies. I'm not sure why, but we were kind of rushed through the facility.
