        The city council members are not elected - they are appointed by the mayor..
        The city council members do not represent a ward or a neighbourhood or an area of San Miguel, they all represent the whole city..So no one in San Miguel has a city council member that represents them..

        ... br> On our first day, we missed the bus and walked downtown, down the hill, until we found a taxi for the rest of the way. It is colder (for Europeans cooler) than in September and October and we have to wear a couple of layers and a warm jacket.
