Tirana, Albania alexk1018... and money goes to the people that don't necessarily need it - Mobile cost about 200 lek per minute (about 2 dollars us)...it's so high because there are only one or two mobile phone companies in the country and they pay the government (or bribe...) a hefty sum to keep the monopoly While the country has things that it needs to improve...it was far better than I expected!
