    ... like to see in NZ. When their judges start out, they judge on courses provided by Steve, and are only trusted to design their own courses after a couple of years of judging. And then there are stages so that stage 2 judge has to provide courses for review before an event, and stage 3 judge has to send courses for review within 2 weeks of an event being held.
