Luanda, Angola kylegdavis... city was prosperous at one time... after 17 yrs of Independence war (were the Portuguese left the city in ruins, Cementing the sewers and water-mains), followed by 30 years of Civil war... I can see why things aren't up to code. 83% of the population now lives in the city. Most moved there during the war seeking work and refuge from the war-stricken landscape where landmines are scattered all over.
