I'm translating from a press release of the National Institute of Migration:

Mexico City 02-16-10

The National Institute of Migration would like to inform that beginning on March 1 2010 the American and Canadian citizens that enter Mexico beyond a coastal or border town should present a valid passport or passport card (for Americans).

And now I'm paraphrasing:

Basically this measure was taken because it is a better way for Mexico to keep track of who comes in and also as a retaliation of similar measures taken by some countries since last year (I'm looking at you Canada). For Americans it should be no problem as you guys need a passport to return to your country anyway.

This measure only applies to people coming in by air. People coming in by land or sea should not worry unless they want to leave the town they entered (like Tijuana by land or Ensenada by sea).
