http://www.fcab.cl/portal.htm there is passenger service only once a week from Calama to Oruro. With the advent of better roads in South America, there is regrettably very limited passenger service on trains now. The State of Bolivia is always in a bit of a turmoil, so if you wait until things are totally calm, you may never get to see it. In spite of this, Bolivians are hospitable people and the country is unlike any other in South America.
