I have never been to those places, but you might want to read some blogs before venturing out:

About Phuket:

About Samui:

To me, Samui looks more relaxed than Phuket, so it depends on what you're looking for.

'Better' for what? That depends on you. Phuket is closer to Ko Phi Phi..

I preferred Koh Samui personally. I didn't like Phuket.

I have not been there, but have been in Hua Hin. I read many articles about Phuket and let it out of my plan. Hua Hin is nice and pleasant.
