In the end, the authorities had to station an attendant at each location. You paid S/. 1.00, and in return you received a few sheets of paper. Gentlemen doing No. 1 were exonerated from the charge. So if your are travelling somewhere in the world, and you find yourself in a toilet without paper, look for a kind Peruvian, who will surely help you out.
