I think the first sentence of that article sums it up nicely:

"Students like to travel and when they travel they like to party and when they party things happen. Ever wonder where students get arrested abroad?"

If they added a bit about Mexico being cheap due to its proximity then it will have explained everything in one line.

If it wasn't for the limited number who go there, I would think that a place like Singapore would be up there. I am not sure that Americans have enough discipline to handle those rules (no offense to Americans, Tanzanians would not fare any better). Tijuana does not surprise me at all as being #1.

When I saw the title, TJ is what popped into my mind! San Diego is a huge college town...and when the drinking age in the U.S. is 21, but 18 in Mexico...and TJ is a wild, wild place. Well, there you go! Just walk across the boarder and there's trouble to be had!!
