People in the Southern United States...Alabama, Mississippi, Georgia...those are all great laid back places to sit on a front porch with friends with the warm summer breeze blowing, crickets chirping and just talk and sip on a lemonade (or for me, a SoCo and sours)

This is a tough question because I have met many chilled out people but I don't think they are necessarily representative of everyone from their home countries.
Nevertheless, I would generally say from my experiences that Middle Eastern people (Iran, Iraq [Kurdish] and Syria) are some of the nicest and laid back folk I have met.

Agreed. I've met the many laid back & freaked out people in the same country. So it's not a matter of country or culture but individuals.

I agree with Louise regarding the Caribbean..when I go to the Dominican Republic, the pace is slow (without being irritating)...no need for watches or structure...just chill. Costa Rica was also very chill. Just lay in a hammock all day if it's what you want, but if you want adventure, it's only a short ways away. The people are also very chill and laid back. I made many friends there when I stayed for 3 months in 2007 (though I've done a horrible job of staying in touch!)

Definitely the Caribbean. I've been to Aruba and the Bahamas, and they are on a whole different frequency of life than up here in the states.

I was at a wedding in the Bahamas, the minister preforming the ceremony showed up 2 hours late. Why? He said he was having tea.

Funny, my Mum said people in Jamaica were the least friendly she'd ever encountered... apparently they had a bit of a vendetta against white people.

I've never been to Jamaica, but there's too much going on with the weed/mj and the partying (based on stories I've heard) to be a real relaxing/chill destination. But in the Caribbean, I can vouch for Dominican Republic, Puerto Rico, Bahamas, St. Thomas...sorry to hear about your mom's experience, hopefully she will give other places in the Caribbean a try!

Yeah, she did say everyone was pefectly nice in the rest of the Caribbean... thats why she thought it was so odd!

I have to put one in for the Sri Lankans. Despite the conflict the government has with the rebels (almost over, btw), they still remain chilled out, and fairly well organized. Of course, they are buddhist. . .

Tibetans and Nepalese, and especially the Kullu people of northern India are up there as well. Not always trying to sell you stuff.
