Yes, many areas of India are safe for traveling.

Here is a link to a recent travel advisory for India. Here is another travel advisory from the NZ government and yet another travel advisory from the Canadian government. They're similar and both are similar to most government travel advisories.

India is as safe for travelling as most other places. You should adhere to normal precautions as you would anywhere else. If a solo female traveller, avoid night travel, lonely areas and so forth. Also dress conservatively to avoid unwanted 'attention'.

Anyone travelling by train should note that a lot of incidents have taken place where people are drugged then robbed. The usual operation is for friendly innocuous fellow travellers to offer potential victims spiked food and drink.
