Getting between Kobe and Osaka is a cinch as they're practically contiguous. The fastest (though not necessary the best) way is by bullet train from Shin-Osaka to Shin-Kobe: just 13 minutes. It's cheaper, only marginally slower (25 minutes or so) and most likely easier to just jump the JR Tokaido Main Line westbound from Osaka Station and get off at Sannomiya, which is closer to the center than Kobe Station. That'll only run you ¥390, vs. ¥3010 for the short bullet train ride (although both would be free if you're using a JR pass).
