I love the Nerdy Nomad blog, and she highlights three hostels in Hong Kong at this blog post here:

Anybody lived in a hostel in Hong Kong before? Was she right?

I find Mirador 'mansions' an OK place to stay in Hong Kong, and prefer MAN HING LUNG HOTEL
Tel: 23118807 & 27220678 where you can get a single room, admittedly quite small, with air-con, TV, toilet, shower for 120 -150 HK$ - less than $20 US.
The location is good for visa agencies, Indian food, the Star Ferry and exploring HK.
Steve is the man mhlhotel@hkstar.com
They have free wireless internet, accept credit card. They are on the 14th floor.

Whenever I visit Hong Kong I stay at the Mt. Davis Youth Hostel. I stayed at a lot of other hostels before finding this one, and I'll never use another. It is located on top of a mountain on Hong Kong Island. The hostel is wonderful. It is very clean and the staff is awesome and go out of their way to help you. Being on top of a mountain offers fantastic views and because the hostel is away from populated areas, it is extremely peaceful and beautiful.

Their phone number is 852-2817-5715

What a funny topic to come across at this moment in time since I am in a Hong Kong hostel right now! Shame I didn't hear about the Mt. Davis Youth Hostel - it sounds wonderful.

Wang Fat Hostel is located right in the centre of Causeway Bay on Hong Kong Island surrounded by expensive designer shops. We paid a special deal for one week which includes a free meal at the restaurant that we think the owner of the hostel also runs. Haven't tried it out yet though. Our bed is very hard and unconfortable and the shower is in a very interesting location - right above the toilet so everything gets soaked, including the toilet roll. But it's fine, and cheap, free internet and wifi but no common area.

What's really weird is at the entrance there are posters everywhere saying that everyone is against the existence of this hostel and that it is completely illegal. Not quite sure what's going on...
