Hmmm...yeah, I think that Canada would enforce stricter rules than Russia would, definitely. Have you seen the state of affairs that is Russia at the moment? An entire SEA has dried up because too much water was extracted from it for irrigation....

... do. I think I'm pretty well traveled, and as you mentioned most places are (or were) happy to take US dollars; however they would give me the correct change in local currency. Canada was the only place where they didn't on a consistent basis.
