This is probably because Costa Rica is such a draw for hippie surfer types.. maybe they are having to try and stop the influx of people that move down there and don't stay in hotels, eat in restaurants, etc... they 'live off the land' so to ...

Last Year at in Puerto Viejo, on the Caribbean side of Costa Rica, I spent Halloween painting faces for free, for the local kids. They loved it! I was swamped and worked from 6p.m. 'til midnight. Check out the pictures in my Costa Rica Travel Journals ...
