This is probably because Costa Rica is such a draw for hippie surfer types.. maybe they are having to try and stop the influx of people that move down there and don't stay in hotels, eat in restaurants, etc... they 'live off the land' so to ...

There are lots of great schools in Costa Rica to learn Spanish, and no, it is not that expensive when you compare to other schools in Central America. One of the cheapest I found when I took classes her was Samara Language School that you can find here .
