Well, since we just rented out a big prison to Belgium...something must be changing. I would guess it is partly more "community services" punishments. And we have plenty of criminals...but they work for the bank and insurance companies it ...

Think what will be your first destination, if I were you, Belgium is your first spot, the next one will be Denmark and then Finland. Montenegro is that far for this countries so I think it's better to be the last stop.
