... I think about these types of hotels. They seem to be built almost mockingly. According to the UN, 49.6 per cent of citizens in Azerbaijan live below the poverty line! This money for building these hotels could've been better spent elsewhere...

In Soviet times it was very close to 100%, can not say what they have now. As far as I know, the situation in this country is not the worst compare to other former Soviet Republics. At least, we do not have them as labour emigrants in Russia.
