I especially noticed his expensive, big name runners that were old and worn and were too small for him so he had cut them in the heel and strung laces to keep them together. He obviously found them. He was the only beggar I saw. With the heavy police presence, I assume they are quickly removed. Mexico protects it's tourism industry with vigour.
