We didn't openly discuss whether we thought we would go into Chicago or not beforehand but as we got closer and the traffic picked up we decided it would not be this trip. If we had done more pre-planning and could determine a good way in and place to park Harvey or where we could feel comfortable parking on the outskirts and take the rapid transit into the city ...
